§1194.21(e) addresses the need for consistent naming of bitmap images, when those images are used to identify controls, indicate status, or are used programmatically in any other capacity.

As the developer, you must prevent changes to objects of which users with disabilities may not be aware, for example, when a change in the value of a control adjusts text/graphics or the status of other controls on the screen.
