Background

§1194.21(h) of Section 508 states that:

"When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user."

Animation can pose serious functional problems for people who use screen readers and other assistive technology. The reason for this is that animation (both text and objects) is difficult for some assistive technology to interpret. Animation can interfere with software use if key elements (such as buttons or relevant text) are affected. Due to the difficulties that can occur, it is essential that the user be given the option to view the animation in at least one non-animated form.

The purpose of this provision is to ensure that all applications display animated graphics in at least one non-animated mode.

Testing your application for conformance, and remediating any issues identified, are relatively simple procedures.
