Agencies are responsible for Section 508 compliance when they acquire ICT products and services. This is generally a shared responsibility between the Requiring Authority and the Contracting Office throughout the acquisition process. Appropriate Section 508 compliance depends upon the particular procurement method and acquisition procedures.

RFP Competition

A Request for Proposal (RFP) is a solicitation to potential suppliers for procurement of required supplies or services. Section 508 requires that agencies consider ICT accessibility and reflect appropriate requirements in their solicitations.

Sole Source Award

Section 508 requirements apply to ICT acquisitions even when the supplies or services required by the agency are available from only one responsible source.

Government Purchase Card

If you are using a purchase card to make a micro-purchase or with simplified acquisition procedures, ICT accessibility and Section 508 requirements must still be considered.

Base Contracts for Delivery and Task Orders

Base contracts do not directly procure deliverables, but provide for subsequent orders for delivery of supplies or performance of tasks. These contracts involve different responsibilities for Section 508 compliance.

Delivery or Task Orders against Base Contracts

Requiring and ordering activities must ensure supplies or services meet Section 508 standards at the time of issuance of task or delivery orders.
